I have been behind this several times, I even have a few videos stuck behind this crap. They slow people down for the stupid zipper moving the freeway lanes.

We do something similar here in the U.K. initially until some cars bunch up and then it’s pretty much stay in the centre of the road.

It’s usually done for a traffic hazard, accident or something that could be sensitive if surrounded by traffic. Works pretty well from what I’ve seen and doesn’t usually last long.
